Holi Cow Shirt Not Loading?

To get the top, just enter the contest named for Holi. It's available for all countries. But, it won't load in my suite!! The top doesn't come out of the bag!!! Anyone else having this problem???? ;(

EDIT: THE NEW GIFT IS THE DIWALI OUTFIT
